I just made a bunch of tweaks to vortex casting, so here's a summary:
1) All references to the wait times between castings has been removed. I've
decided not to try to enforce such a thing.
2) Mastery of rifts now improves the odds of a vortex growing, and also
reduces the amount of sps required to maintain the growth of the vortex.
3) Support casters will now contribute somewhat to the success of your spell.
This bonus depends on several factors, to include their own abilities and how
long they support the vortex growth (i.e. jumping on at the last round does
squat for your chances).
4) The bonus that mastery gives to your chances of opening the vortex has been
doubled.
5) The base chance of opening a vortex was raised slightly, just because I
wrote down the wrong value to begin with.
