Just to clarify some more as i think about it: have to be on same cont as
beacon( as to not screw up intercontinental travel), and spell use could be
reloc to beacon or some such and have it last a certain time period with
message that you beacons time has expired. And as for the topic of abuse,
thats what the time frame is for you cant leave them around all over and reloc
to them all day. And can only reloc to your own beacons. Once again, just a

Perhaps even make it that only one beacon can exist at a time?

Just use location memory and go. It does that already, does it not? Not
directly to areas, but close enough.
Navigators will not get spells to teleport directly inside areas.
