This is the BS news group, so like.. whatever.

If every big mob, instead of dropping pre-defined gear, dropped a 'crafting
item', relevant to the mob, it would let people craft their own gear.
Example, you kill burgle floogah, he drops 'toad god skin'. you bring that to
the NPC/merchant enchanter, and he can add +habo to merchant crafted gear.
Each piece of gear is limited in how many enchants it can have, you require
one reagent per enchant (bonus +1 if it's got enchant armour scroll or
something).
So if you wanted to create +bladed fury, you might have to kill sable a few
times to get 'great axe shards' or something.. maybe you want +dam crit or
qc.. maybe you can kill bayprixes for some pages from his spell book.. or kill
magic-eater for 'ectoplasmic residue' to add spr.

Why am i even blabbing about this? Because i want a +hit/+stunned manevuers
gorget obviously. But seriously, if you look at each tier of player, they all
wear the same gear.. (sbs anyway?), and thats because you don't have a lot of
options, and to create more options requires a ton more content, and there
will always be 'best in slot'. but by having merchants be able to enchant
gear with reagents, you can make more interesting builds, because you could
make a ton of parry gear that doesn't exist today.
