One of the special skill lines can cause skill disruption on a critical
success. This is essentially pointless when using those skills as a starter on
a non-aggressive monster. In those situations, it would be more appropriate to
change the critical effect to that of a kiai-cry at the player's current skill
level.

...or maybe you could open with a different skill. Or use the combo system. Or
also realize that each skill might have more than one special effect (for
example, wave crest strike can skillbreak, but it can _also_ blind with pain,
which would be very helpful in starting a battle). Or take into account that
some monsters (actually, a lot of them) sit there and chain skills at
"attacker" when idle, giving them a quick skill start when the fight begins.
