The house membership fees are a small but recurring nuisance that people
either forget to pay or haggle with.

How about:
A) You could pay upfront the membership fees for the house so that it
would show on your "personal house account". Your personal positive
account balance would not be on the house's overall available money,
but it would be used to pay the membership fees at the start of every
cycle automatically. This could be shown similarly as 'debts' in the
government building.

You could authorise house clerks to automatically withdraw the
membership fees from your bank account at the start of every cycle. This
option could be toggled on and off. If the bank account would not have
the full membership fee, then nothing would be withdrawn.

These two options would not to help in the case of stingy players, but
then you have the option to kick them out of the house. They would help
us who forget to pay the membership fees regularly.

Or just drop loyalty to 0% or otherwise make bonuses not affect you if there
is unpaid membership fees, no kicking needed!
