I have just changed how rep is internally awarded for navy/pirates. This
should fall into the "mortals won't see any difference" category.

In addition, I'm going to experiment with allowing navy/pirates to see how
much rep they gain, when they gain it. I know, this is horrendously unfair to
mnavy; but as you know, mnavy rep is mostly "automatic", and I don't want it
to become too easy to bot it. I have ideas for allowing mnavy to earn
additional rep on a more active basis, but I won't be exploring that until
after npc ships are running smoothly.
