increase to int and wis thus that way giving the spmax increasement?

this to get most suffeli\" make mind development also getable with same line
with mind distruption (aka after 20 levels of psi) or that the max % you can
get mind develp would be equal to ToMP % you got (making the spell usable only
after 30 levels of psi IMO even better).
