Just to make something about pcity room ownership clear:

If a room has _no_ owners set, it is assumed to be a 'public' room. As such,
it is the collective ownership of that pcity council, who have full rights to
it.

Once the owner, or owners, are set, that changes. TO ensure the privacy of the
tenant, full rights go to the owner(s) and the council loses most, if not all,
rights to that room. For example, if an aggressive guard is in a room with no
owners, it will not attack the council, because they have rights there.
Howerver, if an aggressive guard is in a privately owned room, it will attack
the council just like anyone else. This is meant to keep landlords from
plundering their tenants' chests with impunity.

Take such things into account when setting up your pcity rooms. For example,
council members might want to put the "council" friendslist on guards to
insure they don't get attacked, while tenants might want to leave the
aggressive setting off on guards in rooms easy to wander into by accident.
That is something the council and the tenants of a pcity must work out amongst
themselves.

This is not a tune. I changed nothing. This is only documentation of what has
been the case for years, but apparently still causes problems from time to
time.
