I changed tell a bit to avoid a situation where a tell meant to a player
is caught by a monster instead. If this causes problems with monsters
that are supposed to catch tells, direct the bug reports to me. Also
if a tell meant to a player is still caught by a monster, let me know.

Ah scratch that, the offline tell implementation is a swamp, and I am
not talking about your average wetland but a NASTY BOG like the Dead
Marshes with the undead floating under the surface trying to lure the
hobbits with their wicked lights and there's no Gollum to lead you
through... in other words, I'll get back to this when I am not at work.

You may also want to consider a similar thing with emotes and objects/ players.
Not that I mind being touched in all the right places a couple of times a week
