As was pointed out, the request was for a single casting to put your staff to
full power instantly. Here's why that will not happen:

-- I dislike lazy, inactive players and don't have to make things easier for
them.
-- Idling while having sps is better than idling without having sps. For one,
word of recall might go off. Or, Mithrandir might require your aid. Or you
might get a reinc offer. Etc. Being at -13k sps makes such activities much,
much harder.
-- Instantly jumping to "full staff" would bypass the game of Druid Staff
Charging Roulette, where you can overcharge if you're not careful. Note that I
am not particularly attached to Druid Charge Roulette, but it _is_ one of the
features of being a seasonal leader that you can't overcharge, and as such, it
would make that elected position weaker if there was a cheap, easy bypass
around it.
-- I suspect the author of the original request knows some trick that takes
-sps and makes it a 0, very much like merchants who ran into -13k eps
amalgamating used death to get healed. I do not know what this trick might be,
or even if it exists, but you mortals are sneaky bastards, and I don't trust
you.
