It already can't be abused. You can only bell multiple times if that person
you are belling has you on their friend's list.

I know i said it wrong, what i meant was that we have seen some spammers
before (gaseousfart comes to my mind), and now that you can't spam in
channels, they have to find new ways. Belling random people from hell would be
nice feature for it, wouldn't it? And yes, you could ignore him/her/it but
atleast i think that it's easier to cut the option out than to everyone in the
mud to ignore one person. And don't get me wrong, i do like the idea to bell
from hell (some tarmas are a bit sleepy sometimes). I just think it should be
somehow restricted and that 1 minute cooling time just popped to my mind.

What part of, it's already implemented, don't you understand? Try belling me
repeatedly, for instance. You're not on my friends list, and as such, you
*already* have a wait limit on how often you can bell. FFS think before you
post.
