My bad then, was just a dream i had that mobs shouldnt drop top of the line

Yeah it was a dream, probably a wet one too :)

I don't the eq you refer to specifically, but I can say that some eq
intentionally starts out at lower max condition as a penalty for the good
bonus's of the eq. Beyond that I know no more than you on the matter, which
is nothing :)
