Class 3 ships are now buildable, as are several new types of crew
compartments. The trainers where you may hire the new types of crew are all in
the game, I leave it to you to find them

There is a lot of new code going in with this change, so keep a good eye out
for bugs.

Note that you can not do the cannoneers_quarters quest/jobs, nor can you
actually build assault_quarters; these will be addressed in a later update.

P.S. Keep in mind that class 3's are the first luxury ships, they are <NOT>
cheap/easy.
