I think that people should be able to _read_ news at any level...especially
the inform group. Some newbie hadn't played in a while and logged in to see a
force reinc. When asking about the changes, I referred them to inform 391 and
inform 404, but they couldn't read those. Why? It makes no sense, since anyone
without even a character can read posts from the web, i believe...
