Civilized fighter guild is cool, except for the fact that it's civilized and
no-one seems to be playing it.
Move it to nomads, tweak the skills a bit and rename it.

Oh sure. Nomads get more hp and tanky stats. Let's also up the skillmaxes for
most skills from 70% to 100% so it doesn't suck so much. Let's name it "The
Crimson Brigade".
PS. Imho Dirty Fighting is kind of out-of-place for civfighters (was good back
when the civ tank guild was dog mercs). Do they still get it only to 70%?
Would be more in flavor for the barbs.
