Would be nice to have that old good cap for reinc-tax.
Caps would only come in use when your tax is at minimum (2 months passed): 1m
for slow-mode, 4m for normal-mode, 8m for fast-mode and 12m for instant.
Those are calculated like that old 2m cap (1% from 200m is 2m). Point is that
after 200m exp, exp making rate doesn't go up as fast as reinc tax goes, you
just notice that making exp doesn't affect your rate very much.
