After a certain length of time, reinc taxes should go below their current
minimums. My last reinc was over 1 year ago. I think slow rienc should be 0
taxes, and the rest all halved of what they currently are. Maybe after 2 years
in a reinc, all reinc taxes could be set to 0 or something.

I think after 1 month they should be as they are now, and after 4 or 5 they
should be set to zero.. waiting 5 months in a reinc is a very long time, not
to mention boring, at least throw the players a bone
