Eq made before a person's rebirth should no longer be wearable/wieldable by
the rebirther until they are at the same exp worth when they rebirthed.
Rebirthers should no long be able to party with any players that are worth
more than themselves.... just an idea to make the rebirth experience a lot
more realistic!!
