Currently there seems to be no legal method of keeping a certain group of
unwant
ed people out of your city.

Guards are able to either block everyone with an exception of players in a
list or just allow all. Or you can make city entrance guards aggro to a list
of players but that's prohibited by 'help player city guards'.

So how about giving cityguards a block list setting? That way you could keep
unwanted people out from your city without making guards aggro to them.
