No more complex downtunes on eq. One time eq reset.

1) Give players a chance to select 2-3 eq's that they already
have. (only keepable if your name is in it)
2) Reset other equipment in the game.
3) Make selected items only usable for players that kept those.
4) Adjust npc's equipment abuseprots.

This years first post and kept it short. Don't want to take your time reading
