Quality of life idea for plant lore: use plant lore at <season>

enough plant lore, i amend my recommendation such that all % of plant lore
indicate the functionality, not just the ones that can use it. so say something
like with high enough plant lore use plant lore at list <season> becomes
available. Thanks.
