one additional change to decrease the already mounting bureaucracy.

Provided the winners of the first round of voting gain more than 15% of the
votes each, we're not going to have a second round at all. The original
purpose of the two rounds was the assumption that we'd have tons of candidates
each gaining just a few votes. If this turns out not to be the case then then
we need to consider if the second round would bring any additional benefit.
