The tax authorities are now providing remote branch offices
to player cities (for a symbolic fee, of course) so that
residants and city owners need not travel all the way to Batcity
to fill their responsibility.
The tax system now keeps track of who has been paying tax and when
for every city. The command 'check [city]' lists the last 20 players
who paid taxes, and the command 'check [city] [playername]' checks
the last 20 transactions from a given player to a specific city.
