Before: If you had either 'improved spells' or 'improved skills' boons, you
could not clear your boons.
Now: You can clear the _rest_ of your boons, but there may be a penalty. Your
'improved' boons, the banes you took with them, and the tps you spent, will
remain exactly as they are. This means that future boons you take will cost
more tps than they did before in most cases, because you technically have
boons already. That means, unless you took the 'improved' boon first, you will
not be able to take the same number/strength of boons as you did before,
because the extra tp cost you paid with 'improved' boons is locked in place.
So, before, you could not. Now, you can, with a penalty. This counts as an
upgrade. Use as you see fit.

P.S. Many of you think you know how many tps boons cost. Most of you are
wrong. The tp cost formulas are working correctly.
P.P.S. Please do not suggest to me any other boon/bane ideas. I have a list
I'm working on that's big enough as it is.
P.P.P.S. None of this affects what happens when you reinc, or if a boon/bane
changes and you get a free clear. You still get all of your tps back when this
happens. Your tps are not gone if you do this new clearing procedure, just
locked in place.
