Ok, here's the final summary of anchoring commands, for those who might not
look closely at the marker:

view - show what the map would look like with the pcity placed where you are
standing (so you can tell what the 'center' of the pcity is)

anchor - Type once to see whether or not you can place the pcity where you are
standing. If you can, you will be prompted to type 'anchor' again within 10
seconds to confirm your choice. If you can't, you will get messages saying why
the pcity can't be placed there.
