the following changes to be made:
1) people prohibited form speaking on public channels when in nosummon places
2) after speaking on a public channel, there would be a 30second timer before
you are nonsummonable again, even if you move into a nonsummonable area
3) therefore, the option should be to reduce useless timers to simply set
nosummon off so you would always be summonable
4) heavy weights and items should work normally
5) this would only affects summons, the nonsuimmonable places would not be
relocable
6) societychannels would ofcourse be exempt from this

The point is that you can't spew pointless garbage from the safety of your
castle or church. You can thus be held responsible for what you say on public
channels, if you insult all the mud, you will get punished as is proper.
