Ok, so now that I got the libchanges done, Theresa acts as we agreed in the
council. In short:
She will offer rais/ress to everyone, at any time. There's a drawback,
however; taking a raise from her will take 3 minutes, and cost you 80% of your
experience, forced. Taking a ress will take 6 minutes and cost you 60% of your
experience, forced. People below level 25 are not bound to these stricter
terms.
