A very large number of mortals came to me expressing concern about the
situation with secondaries selling event items. I do not have any problem with
secondaries having the items themselves, but based on the sheer number of
complains I have received, I think I have to change the nature of the prizes
when used by someone other than their creator.

The special effects of all weapons are disabled when used by someone who is
not their creator.

In six months, the stat bonuses of all weapons and rigs for non-creators will
be cut in half.

In twelve months, the weapons and rigs will not be usable by non-owners at
all.

If this changes anyone's minds about buying/selling rigs, there is a two-week
time in which you can refund an item you purhcased with Halloween points for a
refund. If anyone purchased a rig from another player for gold, and the two of
you don't agree to a refund amongst yourselves, I might allow some kind of
trade if you feel you've been sales cheated, stay tuned for more info.
