(this might be ideas wanted post, but i think not)

i would like to be able to put color on sign's shortdesc (in pcity)
so it would be easier to inform citizens about changes, hence they
would notice this new sign color ... (yes people actually read them)

it should natally be possible to change color of the sign too, same
as it goes for shortdesc.

perhaps this would be a job merchant could do, and the glow would be
there for a set duration (10 days?)... well just a idea to expand
original idea.
