As far as I understand I am not even on the enemy lists of batsuburbs since I
have been able to walk there quite peacefully every once in a while as I have
some business there. However, If I party randomly with many people, and some
happen to be aggressive to one of my party members I will get attacked too. I
have no chance whatsoever to predict every fight that has been gone in this
game and thus I'm caught in a middle of some someone else's war.
As far as I have understood, the main reason for guards is to protect city
instead of attacking civilians. Thus if I am attacked by a guard without even
actually knowing why, it looks pretty offensive from my viewpoint.
