How do you train it. I got the minimum preq's for it and it's still at 0

Read the news and says you have to be max level barbarian. I am max level

You are not a barbarian, therefore you cannot train the skill. There are
other "masteries" in Beastmaster that require you to be a specific guild.
Dripping fangs is for Kharim and Mastery of savage beatings is for Ranger.
Since you are none of those guilds, you cannot train any of those skills.
