Make hiring of NPC-guards more expensive the more guards you have hired.
Make hiring of NPC-guards more expensive for each guard you've lost this week.
Make ramming take less time. Can tune amount of rams needed to fit the new
formula.
Make ramming automatic if you're still in the room when the last one hits.

At the moment it's just hide and seek with some people, it was meant to be pvp
and bloody action, now its just stalling if attacker is persistent enough.

Hmm, wondering if i had anything else in mind

Hmm, wondering if i had anything else in mind
Or just make it so a ship anchored near a siege castle doesn't have it's
(shielded) flag get set...so it can be sunk too!
