Make reinc tax keep going down after 3 months, reward those people who stay in
reincs.

Well I kinda like this idea.... but of course I am being selfish! As I have
had a gamebreak of 5 years.

On the other hand, a free instant reinc would make everything a bit easier and
maybe let people try out more combos..? The Question is how slow should taxes
go down?
