Allow city owners to place terrain squares in their city blocks so that we can
alter the very shape of our cities. 7x7 all road tile squares is so boring. It
would also allow internal parkland, wouldn't that be cool? Obviously you
couldn't tell from the outerworld but walking into the cities could
potentially become very different and interesting.
