I remember whining to some wizard about removing all gettable citadel eq in
late 2003. I had been in my first real eq parties and was thinking about
acquiring my first WAND OF MAGIC and whined because I was convinced that all
citadel eq would get removed sooner or later and the area uptuned.

But none of that happened. Mage tunes made the area even easyer.

Now, since there is so much citadel stuff in the game, it'd be stupid just to
uptune the area. Either leave as it is or remove all stuff from there and
uptune the area.
