Aye, we know the boot is a problem. Why do you think we're even
considering these "copyable" areas?
The other option would be to use some random timer for "rapeprot",
but that in turn makes it difficult to estimate when the ss needs
to be ready to go to the area.
We have, at times, also discussed about changing the boot to be
at some other time. But thus far this has seemed like the time
that has been the best compromise between our american and
european players. And if it were to switch (i.e. at noon today,
at evening tomorrow etc), then it would cause confusion in some
players who are unaware when the boot would actually come (and
thus loss of items due to open chests).
But we're open for suggestions how we could "discriminate" less.

Why is any policy or administrative decision working around the needs of SS's?
I understand that there are many SS's, and belonging to one is already
becoming an essential part of the game mechanics, but I fail to understand why
new policies should be bent around their needs. In my opinion the SS should
be able to work around such things, if its management is good enough. This is
not supported (unfortunately) by actual numbers, but it seems like of the many
active eq-oriented SS's, there are but an elite few who seem to really get
most of the eq. Why impose rules, or adjust prots based on their actions...
If an SS has to up its orginizational skills to get high end eq's due to a
randomized rape prot so that a larger player base has a more fair share at
that quest/eq/mob/etc's availablity, too bad. All decisions should be made
with what is most fair for the player base as a whole, and not specific
smaller sub-groups of the player base.
If I am missing something, correct me. I have always respected the
opionins/decisions of the coders/admins (and inparticular gore), which is why
I challenge this now. I am not saying 'you suck you suck you suck and your
NEVER going to score", I am just saying that this is just how I read that and
I hope I am wrong.
