If you have _compelling_ evidence that a quest is 100% undoable by
anyone/everyone, please bring that information to the quest's coder (that is
almost always the area's coder) using an appropriately targetted bug report.
If you do not have compelling evidence, are not 100% sure, or think that the
quest is only available to an incorrect group of people, this is not
necessarily something you should get on open channels and demand action. Of
the many, many bug reports I've gotten about quests not working, the majority
of them turned out to be that the mortal in question didn't know all the
details. Rather, they had been dragged a few times and thought they knew
everything when, as they often do, the quest had some subtle nuances they
didn't catch.
I will admit I haven't checked the Ndoki or the Scouts quests, and will do so
soon. Howegver, saying "this quest can only be done by certain people" will
generally be answered with "so what?" This is particularly true with area
quests and higher-level level quests. Complaints along the lines of "I think t
his high-level quest with good eq is only do-able by high-level players or
players on all the time" well...yeah, high-level and constant players get a
lot of perks because they are high-level and constant players.
In addition, I can say that it is very, very unlikely that any quest which has
been completed by anyone will ever be removed from the list. Quests are badg
of
respect, honor, dicksize, whatever you want to call it. Even if the entire
area has been closed, removing the quest only removes something from someone
who has actually done it. We don't, for example, remove ungettable eq very
often, and quests, while rewarding, are not nearly as powerful as some of the
stuff you've got chested.

If I recall it right, Horn Durath had lq27 lady justice. The area is opened
long ago, but quest is not reinstalled for some reason. Could you check this
too, or whoever is responsable for that area now.And one other thing.
Im not atleast too keen to report every whim I get on some area, so it would
be very nice if we could somehow check the coder/maintainer of certain area.
Back in old days wizards used to put signs at beginning of their areas but
noone has done that for ages.
