It seems that vampires skip ticks and take damage even in artificial light.
Would be nice that these blood suckers would take damage only from sun aka
when you are outside during day without enough darkness surrounding.
To balance this uptune, vampires should also be made unable to attack anyone
who has garlic in their inventory, or enter rooms where garlic grows.
Furthermore, vampires should be unable to cross rivers unassisted.

They could just fly over the silly river.

You forgot the most important part (it's in Buffy so it must
be true): vampires can't enter any houses uninvited. So, any
time a vampire wishes to move indoors from outdoors, he needs
an invite from somebody. Me like, now lets see how to implement!

Also, shouldn't vampires be some sort of forced invite/reinc race? I mean, I
bite you. next time you die, force reinc!

Oh reeeeeeeeeally? Well I _have_ watched Buffy, but good thing I know where to
go for spoilers.
In Season 2, Angel (a vampire) goes evil, and the gang have to use a special
spell to "de-invite" him from their houses. (Episode: Passion)
In Season 3, Angel (now good again) comes to visit Giles. He flat-out says "I
can't come in unless you invite me." Giles (a watcher, who studies vampires)
says "I'm fully aware of that" while getting a loaded crossbow.
In Season 4, Spike (another vampire) begs to be let into Giles house while
cowering under a blanket from the sunlight. The gang makes fun of him for a
couple of minutes before inviting him in -- only after which does Spike enter.
(Episode: Pangs)

Over and over in both the series Buffy: the Vampire Slayer and Angel they not
only refer to the fact that vampires cannot enter without an invitation, they
also note exceptions (such as temporary lodgings and places of business, and
the lairs of demons). Why? Because in Bram Stoker's "Dracula", perhaps _the_
most famous vampire work ever, Van Helsing, a vampire hunter, states that a
vampire cannot enter a house without being invited. Joss Whedon knows to
follow the classics, and kept that rule in all 12 years of his various shows.

Seriously, buffy has nothing to do with real vampires. its just fictional
crap.
Real vampires (male) have sex with woman and kill them, and when the corpse
awakes as a vampire, they have sex with them again.

I wonder whats the difference like.

ANY TIME a vampire wishes to move indoors from outdoors. This was the part I
meant to critique. So perhaps they need invites to enter houses (though there
are few bloopers in the show where this didn't happen, you could explain it
eitherway) But simply, era's tune would ONLY prevent people from entering your
permanent castle rooms (if you rent, then it won't work, since vampires can
enter dorm rooms without invites). So Era's tune just makes vampires poor
thieves, so once again he has not watched the show. Thanks for Shinarae and
his research into this matter, I apologize for my incorrect statements, I
recant that portion.

The amount of effort it takes to point out
a) no such tune was made
b) Era was kidding
c) even if Era wasn't kidding, no way would anyone else let him make this tune
d) Vampires _cannot_ enter dorm rooms! See Season 4 Episode "The I in Team"
where Spike, a vampire clearly capable of beating down a wooden door, waits
for Willow to say "Come in!" through the door before entering and trying to
kill her.

is simply not worth it.

but didnt we already decide that buffy the vampire nanny is not a valid source
of information on vampires?

I was referring to dorm rooms in frat houses: No invitation is required for
temporary accommodations such as motel rooms ("Consequences"), hotel rooms
("Are You Now or Have You Ever Been") and frat houses ("Reptile Boy") or if a
vampire owns the building (Russell Winters in "City of").

Yeah, buffy and stuff like that might not be the best place to take serious
vampire features :D.
Maybe "Interview with a vampire" and White Wolves Vampire Storytelling RPG's
would be right place.
So no stupid "you can't enter house if no one invites" or "vampires are afraid
of water" or "they fear garlic".

First of all, you have it all wrong. People misunderstood Stroker in the first
place; vampires don't actually die from sunlight. They are a bit weaker, but
it can't kill or harm them.
Read the book and you might even get it.

Screw that. Those are every bit as much over-glossy new-fashion bs as Buffy.
I'd say one would be best off by going with classic vampire novels, such as
Dracula, The Vampyre (by Polidori), Varney the Vampire, and the likes.
Or even better, folklore. Stuff people actually believed at some point. Though
this raises the question, exactly what kind of vampire are we talking about,
but that's another issue.

Oh hey, now I finally figured it out... vampire properties should be randomly
selected for each player, because real life vampires are all special and
unique snowflakes.
They should still retain a common feature of being unable to party with
humans.

Vampires need invitation before they could enter
a house. Also they need to sleep on familiar grounds
aka home soil. Unfotunately former batworld sinked,
so getting soil from it is bit difficult.
