So by comparison, every major city should be no-mans land, and
when you enter one you are cannonfodder, a sitting duck, free game,
a goose to anyone who wishes to snuff you for kicks.

Yah, sure you can, for free. And unreasonable pkilling usually
gets you banned, slammed and canned. But with pirates, you can
shoot a dudes rowboat to kingdom come and nobody's gonna do
anything.

My boiling point here is that those who can afford titanics
with atomic weapons followed by sharks with laser-beams
attached to their heads have a superior advantage over
those who are just trying to toddle around with their
funny little tuggies.

Here's the issue: Pirates rule the sea. Which is nothing like any concept of
piracy/history of piracy, or an ideal world.

Pirates are supposed to be rogues, vagabonds, isolationists! In BatWorld,
pirates are the NORM. This is out of whack. The whole point of a lot of piracy
is adventure and living without rules and risk and such. There is nothing like
that here, pirates rule the seas.

In the real world, Pirates had to contend with powerful ships and
navies/privateers, Military ships which traveled in formation were almost
NEVER attacked by pirates. I see now reason why in addition to ferries we
could have routine "military patrols" which go around tradelanes, follow ship
paths, and kill pirates they sea. It would be equiv to running into mobs in
outworld (for pirates).

I think it was rare (if ever) that a pirate had the most powerful "fleet" in
the known world. But this is the truth here. There should be forces even
pirates would be afraid of, each cont should have a Royal Navy comprised of
massive death ships with hundreds of crew, far greater than any pirate could
ever dream of controlling, as it was in the real world. These Class 10 ships
would be more representitive of the vas superiority of Military Vessels which
were funded and created by sum the sum resources of an entire nation, which
should be far greater than the ships procured by a handful of ravenous
pirates. It makes no sense pirates would be so wealthy to afford such powerful
ships. Ridiculous Laenor can't have a military fleet 1000x more powerful, as
it logical.
