My personal experience of these room ownership problems has not really been
from the "individual castleroom owner" side of things, but retired cityowner
having rooms marked under only his (and perhaps room's vacant's) name, thus
making sometimes necessary administrative actions impossible for new city
admins.

Of course the above could have been avoided if people had been careful with
the ownerships and maintained a strict policy about it, but often these things
tend to go down the drain when many people are cooking the same soup...
