Could the Arelium map legend/index be made permanent, so that for example the
bank would always be represented by the same letter? ("No, there's not enough
letters in the Alphabet, so we coded this confusing thing instead, now you
will have to suffer eternally trying to find the bakery. buahaha!" - Well add
capital letters and/or any combination of numbers/symbols, as long as its
always the same)
It's highly traumatic trying to learn the map, and I still can't find the damn
tinkers toolshop without 100 commands worth of grep'ing the map and so forth.

This might be of some help, though I do agree (to some extent) about the
citymap controller's behaviour.
