I've seen a few cases where somebody has lost eq
and they haven't had any tp's nor the money to get
one for the gnomes that restore your stuff.

Would it be possible to make a tp donate possible when:

- the target has no tp's (at all, not even in boons)
- the donating person has not donated a tp in n+1 hours
- the target has not received a tp from donate in n+1 hours
- only one tp can be donated

And yes I know that tp's can be bought from the shop, but
that costs pretty much for the donater and the donatee.
This would be kind of a 'help a newbie out'-thingy.
