My advice to those who have not completed tier one is to only take
your belt with you anywhere when you absolutely have to.
Loosing you belt when it is nearly done is not laughing matter (so
I'm told).

I found it little trouble to just leave my belt in a chest until
I needed to upgrade it. It's not much trouble to buy tools if you
need them. Not being able to portal with tools is not a big
problem for those without the belt, you shouldn't really need to
travel that much and ferries are not that expensive for when
you do have to travel.
