I don't think it's a coding problem, it's a tune problem. 20 extra levels were
added to zombiemud lib w/o problems, by adding one variable called
extra_levels or somesuch, all the old functions still return what they used to
return, query_extra_levels returns levels over 100 etc.

It's mainly a tuneproblem, but also a "why the hell
should we" problem. Ok, we can extend the max level
to 120. Then people will want to push it to 140. Then
to 160...

Eventually it would have to be a cap anyway, otherwise
people will be able to pick all guilds in a background,
and an infinte amount of society levels. So the round
number of 100 is as good as any.
