Current Situation: Guards can only block everyone(with friends allowed to
pass).
Idea: Allow another list for cityguards called blocklist. This will allow
guards to block certain players from entering a city without being
automatically aggro to them.
I'm not sure how hard this would be, but it would be a very cool thing, so
