I'd like to be able to cast my top-2 votes for the round 2 participants. I'm
not sure it would happen with this base, but its possible 2nd/3rd place
candidates could get swapped from what the majority of players would like, if
there's only 1 vote available. Ie: 90% of mud wants player 1 + 3 in council..
they all vote 1 since they have 1 vote. 10% want player 2 in top spot.. they
vote 2. players 1 + 2 get council seats, when the majority would actually
prefer 1 and 3.. if that makes any sense..

Short request is 2 votes rather than just 1..
