Thusly, eq would be readily available to those who have earned it, but would
not get into the hands of the many easily. Furthermore, to prevent raping,
if no one wears an eq after it has been made, it's average level could be the
average level of the party minus some value set by wiz. This would prevent
raping a monster that isn't well known and has very exclusive eq in
consequetive days and then selling it to lower levels.
My two cents, don't know if the idea has any merit or can even be implemented
effectively.
