First: the frequency doesn't affect on if something is allowed or not. This is
a grey area, and using common sense is encouraged.

Second: When I encounter an idle player who loots corpses from the room, I
send him elsewhere. By zapping. This may slow down the exp-making progress
some.

Third, and last: Banes make your life more difficult. If some bane can be
compensated with a trigger, it means that we have coded a lousy bane and it
must be made harder. So you really have a point in the third item, and we
should take some actions on that.
