So I tried to test this new spell "mesmeric threshold".

But I couldn't cast it at others than myself, yet.
Ok, seems reasonable, some difference between lvl 16
or 35 lvl psionicist. So I exped the skill up.

But I couldn't cast it at others than myself, even now.
Ok, I thought, reasonable to have a difference between
lvl 30 and lvl 35 psionicist, even though now I started
to wonder a bit on the usefulness of this spell, at 80%.
(At which level it reputedly works at if you have Theory
of Mental Power and Knowledge of Mental Defence at 100%)

But I exped a bit more, I felt that that 90% must be the
highbie limit! No candy. Still can't cast at other players.

And by now I think this doesn't work very well.

Now; granted, I only have KOMD at 24%. It doesn't seem
like such a big number. But interestingly enough, at 24%
I'm consistently in the upper half of the "rep" of online
psionicist. This, combined that the rest of my affecting
skills place me squarely in the "advanced learners" category,
raises worries as to how many psionicist actually benefit
from this spell.

Some numbers:
Guild level: 35
Theory of Mental Power: 100% (Also tested with 107%)
Mesmeric Threshold: 93%
Knowledge of Mental Defence: 24%
Wisdom: 219
