Make an office in BC where a player can pay say 100k for a form, fill out
emote (keyword, what he/she/it sees, what other players sees) and file the
form. Then the player has to wait for the desired emote to be approved or
rejected - perhaps in case of approval the player could get 50% of the fee
back *shrug*.
Actually, this sorta stuff could be implemented for other BS often found in
this news group
